Unemployed journalist Vinod Dua has posted a video on PM Cares Fund, wherein he tries hard to make a case out of it, that Prime Minister Narendra Modi and other three ministers on board, are cheating people in the name of collecting money to fight Coronavirus in India.
It’s worth breaking this journalist’s rogue impressions about Modi into pieces here.
In the video, Dua is trying to create an impression that PM Cares is a government trust by claiming that Modi, Amit Shah, Rajnath Singh and Nirmala Sitharaman, are holding the trust’s office as Prime Minister, Home Minister, Foreign Affairs Minister and Finance Minister, respectively.
This is a blatant lie. As per the Indian Trusts Act 1882, even if the Prime Minister or any other minister holds the office of the trust, they do so in the capacity of an individual trustee, not as people’s representative.
Moreover, there is no such trust as government trust. Trusts are of two types – private and public.
Dua also gives an impression that the Prime Minister is deliberately keeping the PM Cares Fund out of the purview of the government, so that the funds collected, could be misused and transferred to the Rashtriya Swayamsevak Sangh’s account.
This is is blatant lie. There is no such law in the country to say that a trust comes under the jurisdiction of government’s contingency fund.
However, the government agencies like CAG have the rights to conduct the audit of any trust under the sun, including PM Cares.
Dua also gives an impression that PMNRF comes under the ambit of Parliament, but not PM Cares. The fact, however, is PMNRF does not come under Parliamentary control, which is mentioned in its website.
Therefore, both PMNRF is the same as PM Cares, a private trust.
But, why Dua is critical about PM Cares?
It is because it does not have the Congress president on its board as it does in PMNRF’s board.
So, Mr Patrakaar should be seeking details of PMNRF accounts from Sonia Madam too as he is seeking from Modi. That would at least, wash his stigma off, of not asking probing questions to Madam Sonia, when 2G, CWG and coal scams, were peaking just ahead of 2014 general election. He was then happy gorging on delicacies in the name of Zaika India Ka.
